Snow and Ice
The owner, occupant or tenant, of every property fronting upon or alongside any street in the Borough, shall remove or have removed from all sidewalks fronting upon or alongside that property, so as to leave a cleared path for pedestrians at least two and one-half feet (2 ½’) wide, all snow and ice, within twenty-four (24) hours after the snow or ice has ceased to fall or to be formed upon the sidewalk.
Grass and Weeds
No person, firm, or corporation owning or occupying any property within the Borough shall permit any grass or weeds or any vegetation whatsoever, not edible or planted for a useful or ornamental purpose, to grow or remain upon those premises so as to exceed a height of six inches (6"), or to throw off any unpleasant or noxious odor, or to conceal any filthy deposit or to create or produce pollen.
Junk, Abandoned or Discarded Articles
The accumulation or storage of junked, abandoned or discarded vehicles, trailers, boats, appliances and household furnishings creates a hazard and danger to the health and welfare of the citizens of the Borough and therefore it is necessary to make such accumulation unlawful.
Garbage or Solid Waste
The Borough Council shall have charge of the collection, transportation and disposal of all garbage, refuse, ashes and/or rubbish within the Borough. In addition to any other power herein conferred upon it, it shall have the authority to make rules and regulations governing the day of collection, type and location of refuse containers and such other matters pertaining to the collection, transportation and disposal of garbage, refuse, ashes and/or rubbish as it deems necessary, provided that such rules and regulations are not contrary to law. Garbage cans shall be made of durable, noncombustible corrosion-resistant metal or plastic material, shall have a capacity of not more than thirty (30) gallons or forty (40) pounds when filled; shall be watertight and sturdy enough to withstand cracking, splitting or breaking under normal conditions of use; shall be equipped with a tight-fitting cover or lid which will resist being blown off by wind.
Recycling is done on a voluntary basis by contacting Cocolamus Creek Disposal Service at 463-2381 to obtain a blue recycling container.
No person shall set or maintain any fire upon any street, alley or sidewalk in the Borough, or burn or cause to be burned on any street, alley or sidewalk any paper, boxes, rubbish, leaves or other material or substance of any kind. Out-of-door fires upon private property shall be prohibited except that outdoor cooking shall be permitted in fireplaces or grills designed for the purpose, with an individual in attendance at all times.
It shall be unlawful for any person to create, continue, cause, maintain or permit to exist any nuisance at any place within the Borough. The word "nuisance", as used in this Part 2, shall mean and include any use of property within the Borough, or any condition upon property in the Borough that, other than infrequently, causes or results in: annoyance or discomfort to persons beyond the boundaries of that property; interference with the health or safety of persons beyond the boundaries of that property or of persons who might reasonably be expected to enter upon or be in that property; or disturbance to or interference with the peaceful use of the property of others within the Borough.
Parking of Trucks
It shall be unlawful for any person to operate any truck, which shall mean a motor vehicle designed, used or maintained primarily for the transportation of property, freight, or merchandise, upon any of the Borough streets, or portions thereof, except for the streets listed below: Bridge Street, entire length, Cedar Street, entire length, Main Street, entire length, Washington Avenue, entire length, and Cedar Street from Front Street to SR 03002 Northbound.
It shall be unlawful for any child under the age of eighteen (18) years to be or remain in or upon any public street or alley or public place in the Borough at any time between the hours of eleven o’clock (11:00) P.M. and six o’clock (6:00) AM, unless that child is accompanied by a parent, guardian, or other person having legal custody of such child.
The borough now requires assessment permits when altering your property in anyway. The cost of the permit is $50.00. Please acquire a permit from the borough secretary when making alterations to your property. You must have this permit before applying for a UCC permit for building.
